Officers responded to The Regency Apartments on Shallow Creek Loop in Manassas at around 7:30 p.m. earlier this month, where there was a report of an unconscious child.
Emergency crews attempted life-saving measures, but the 4-year-old boy was pronounced dead at a local hospital.
The investigation uncovered a horrifying pattern of abuse, according to the Prince William County Police Department.
Detectives determined the child and his 5-year-old sister were routinely denied food and water, suffering from severe malnutrition and dehydration.
The boy was also allegedly regularly bound in plastic and packing tape, restraining him for extended periods, police said.
An autopsy confirmed the child’s emaciated condition, revealing the full extent of his neglect.
On Wednesday, Jan. 29, police arrested three family members believed to be responsible:
- Rebecca Ann Romero, 53, of Manassas, who was charged with aggravated murder, felony murder, felony child abuse and neglect;
- Shanyah Elizabeth Dilda, 22, of Manassas, who was charged with aggravated murder, felony murder, felony child abuse and neglect;
- Kemmilyn Anita Wade, 18, of Manassas, who was charged with elony murder, felony child abuse and neglect.
All three are being held without bond, and their court dates are pending.
The victim’s 5-year-old sister and two older siblings, ages 12 and 14, were removed from the home and placed in the custody of Child Protective Services.
